Medicare Savings Program Expansion: Lessons Learned from New York

One phase of this project involves interviewing stakeholders who work with or serve older adults, including State Health Insurance Assistance Programs (SHIP). ATI will hold two listening sessions during the OHIC Conference to gather input from SHIP leaders on the role they perceive supplemental benefits in MA play in supporting the needs of Medicare beneficiaries. They will ask SHIP leaders to share their perspectives on beneficiaries’ awareness, knowledge, and perceptions of these extra benefits. Breaking Barriers: How Benefits Enrollment Centers Can Help Improve Access to Vital Resources in Low-Income Communities

In 2024, the number of Americans turning 65 will reach its highest point in U.S. history. Nearly 45% of older adult households were unable to cover the costs of necessities with their monthly income. With an estimated 4.1 million older adults turning 65 in 2024, and continuing through 2028, the need for benefits enrollment assistance becomes critical.
However, the National Council on Aging (NCOA) has a national network of Benefits Enrollment Centers (BECs) that provide personalized assistance to low-income older adults to improve their financial and health outcomes by focusing on enrollment in five core benefits: Supplemental Nutrition Assistance Program (SNAP), Medicaid, Medicare Savings Program (MSP), Medicare Part D Extra Help or Low-Income Subsidy (LIS), and Low-Income Home Energy Assistance Program (LIHEAP). Through stories, visuals, and shared best practices, attendees will come away with tangible action items to be able to improve equitable access in their communities and learn how BECs can improve the lives of older adults and adults with disabilities in communities across the country.

We will look at the definition of a small town and discuss how small towns differ from rural towns. We will highlight important dos and don’ts for approaching community leaders and key steps for cultivating long-lasting relationships to engage people in small towns. We will unpack the challenges around broadband and discuss usable communication tools in the absence of broadband for social media. SNAPping Stigma out of SNAP

Over the last five years, Medicare Advantage (MA) plans have had an unprecedented opportunity to offer supplemental benefits that are not primarily health-related and that can be targeted to meet member needs. We have learned a great deal about health plan and policymaker perspectives on the value of these benefits. Now we need to better understand both the beneficiary’s perspective and how programs that provide community education can play a role in aligning available benefits with beneficiaries' needs. In this session, ATI Advisory will share a brief history of its work on this topic, as well as data on the landscape of these benefits in MA. We will then present a framework that we have developed to guide future research that will improve the understanding of the value of these benefits and facilitate a Q&A with audience members on their perceptions of the value and challenges of these benefits.

Meet in the hotel lobby before we begin our brief stroll at 7:00 a.m. over to the banks of the Mississippi River to enjoy views of river life. We will then meander through the French Quarter, turning at Jackson Square and St. Louis Cathedral. Finally, the route will end with a leisurely walk down Royal Street, passing stately homes, art galleries, and antique shops.

Medicare casework can be complex and tricky. This plenary session provides a roundup of useful Medicare resources to advise beneficiaries and help them work with their providers and suppliers to obtain appropriate Medicare coverage (and avoid inappropriate practices). In the session, we’ll apply these resources through interactive case studies and robust group discussions to increase the tools in your SHIP and SMP toolboxes.
